The 13th World Congress of Accountants was held in Tokyo from October 11th to 15th, the first time in Asia. The congress was held every five years by the International Federation of Accountants (IFAC), since 1904, for the purpose of debating on audit and the related problems, and to elevate the standard of accountants.

On the stamp is depicted a part of Ukiyoe entitled “Three beauties” by Toyokuni Utagawa (1769 – 1825), and the abacus held by one of the three symbolizes the basic work of accounting.
